DEL SISTEMA POLÍTICO EN CHILE 

PROPUESTA	FUNDAMENTACIÓN/ CONSECUENCIA
ÁMBITO DEL PODER EJECUTIVO Y ADMINISTRACIÓN CENTRAL DEL ESTADO
I.      Marco Global: Un Régimen Semi- Presidencial en Chile.	Sistema actual:  Demasiado “presidencializado”, fuente casi única de iniciativa legal; de hecho, con escasa responsabilidad política (mecanismo de acusación constitucional provoca “quiebre” del Estado).
II.      Conferir rango constitucional y responsabilidad política al Gabinete Presidencial o Consejo de Ministros, encabezado por el Presidente de la República o el Primer Ministro, por delegación o circunstancia,  para efectos de sancionar colegiadamente las Políticas públicas y elaborar el Presupuesto de la Nación (a aprobar por el Congreso Nacional).	Tiene sólo un reconocimiento parcial en estos aspectos.
III.      Crear rango de Primer Ministro	Soluciona diversos problemas, incluyendo la representación de mayorías, acuerdos, equilibrios y cambios políticos, y permite delegar ciertas atribuciones en un sistema demasiado “presidencializado”.
IV.      Reducir el número de Macro- Ministerios (Secretarías de Estado y/o de Coordinación Sectorial) representados en el Gabinete Presidencial o Consejo de Ministros	1. Existe un excesivo número de Ministerios representados en el Gabinete, lo que implica una visión segmentada de la problemática y dificultades operativas en su funcionamiento. 2.    Se sugiere ocho Secretarías de Estado o (Macro) Ministerios: Hacienda y Presupuesto; Desarrollo Social; Desarrollo Productivo; Ciencia y Tecnología; Infraestructura y Planificación Urbana; Interior y Orden Público; Relaciones Exteriores e Integración; y Defensa. 3.   Se sugiere, además, que Patrimonio y Medioambiente esté radicado en un ente autónomo del Estado, equivalente al funcionamiento del Banco Central. En segunda opción, dependa directamente del Presidente de la República como Jefe de Estado.
V.      Ministerios bajo dependencia directa y permanente del Presidente.	Relaciones Exteriores e Integración, Defensa  y Servicio Público (opcionalmente, Patrimonio y Medioambiente).  Esto no significa que no pertenezcan e interactúen en el Gabinete Presidencial.
VI.      Mantener, transitoriamente, los Ministerios tradicionales  existentes como Viceministerios, con más o menos ajustes.	Evolución gradual hacia nuevo reordenamiento destinado a transformarlos en Subsecretarías de las nuevas Secretarías de Estado o (Macro) Ministerios.
VII.      Crear rango de Viceministros para estos Ministerios tradicionales	Conducen Operativamente los Ministerios tradicionales, en el período de transición; sin perjuicio, de la Gestión Administrativa desempeñada por los respectivos Subsecretarios (tradicionales)
VIII.      Dividir el País en seis Zonas Territoriales o Macrorregiones más homogéneas y una Macrorregión Chile en el Exterior.	1.  Regionalización actual no tiene mayor justificación lógica desde el concepto moderno de territorio: Es preciso impulsar reflexión y políticas en territorios más homogéneos, con comunidad de intereses y problemáticas comunes. 2.  Se sugieren siete Zonas Territoriales o Macrorregiones: Norte Grande; Norte Verde; Centro; Centro Sur; Sur, Austral y Chile en el Exterior.
IX.      Crear el rango de Superintendentes Territoriales, con rango de  Secretarios de Estado Territoriales (o Viceministros si se estima darle un rango inferior)	1. Designados por el Presidente de la República y el Primer Ministro (por delegación), al igual que todos los Ministros o Secretarios de Estado. El Gabinete Presidencial en Pleno quedaría conformado por ocho Ministros Sectoriales y siete Territoriales. 2. Encargados de diseñar, coordinar y defender las políticas territoriales, expresadas numéricamente en la propuesta de Presupuesto de la Nación a presentar al Congreso. 3. Se entiende que esta integración al Gabinete Presidencial, produciría una rica interacción entre las políticas sectoriales y las territoriales... 4. No requieren, en primera instancia, de grandes equipos de trabajo: Sólo de estudio, diseño y generación de políticas, coordinación y seguimiento.
X.      Mantener transitoriamente las Regiones actuales y los cargos de Intendentes	De tal manera de no producir grandes alteraciones iniciales, egresos presupuestarios o creación de plantas nuevas y mientras se estudia o se pone en marcha la conformación de las (sub)Regiones definitivas. o el retorno a un sistema basado en las Provincias.
XI.      Crear Subdirecciones Zonales Territoriales (Macrorregionales) de cada Servicio	- El Director Nacional o Vicepresidente Ejecutivo mantiene la representación externa (nacional y cooperación internacional), la formulación de grandes políticas y programas nacionales “paraguas”, la coordinación y sesgo institucional, la articulación con el Ministerio respectivo y aparato central del Estado. - Los Subdirectores tienen la misión de elaborar políticas de aplicación territorial, adecuar programas e instrumentos a la realidad zonal, coordinar y supervisar la aplicación de políticas. - Esto implica, necesariamente, la desconcentración de recursos humanos, financieros y físicos desde la capital. Hoy sobredimensionados e injustificables.
