Diputado DC Eduardo Cerda, autor de la iniciativa, espera urgencia y patrocinio del Gobierno, “como una señal de apoyo concreto a la clase media”. Iniciativa podría votarse en los primeros días de marzo si cuenta con el respaldo del Ejecutivo.

Un proyecto de ley, con un artículo único, que modifica el Decreto Ley N° 3063 de 1979, sobre rentas municipales, ingresó el diputado DC Eduardo Cerda en busca del cambio del mes para el pago de los permisos de circulación. Lo anterior, explicó el parlamentario, “considerando la demanda ciudadana, expresada a través de diversos medios, de diferir, en el curso del año, las diversas obligaciones económicas que tiene que asumir los chilenos, especialmente en el mes de marzo”.

Al respecto, Cerda señaló que “el ya conocido dicho que señala que se viene marzo encima es una realidad, y las familias deben sortear una serie de problemas para poder cumplir con todos los requerimientos de este mes. Por lo demás, es la clase media la que, realmente, se ve más complicada. Si el Gobierno le da urgencia a la inciiativa perfectamente podríamos votarla en los primeros días de marzo, al reiniciarse el trabajo legislativo”.

Precisó, además, que “existen algunas obligaciones ineludibles que, por su naturaleza no pueden ser diferidas, como el pago de matrículas universitarias, institutos profesionales o matrícula escolar y compra de los útiles pertinentes; no cabe duda que el Estado velar por el bien común y ello implica, entre otras cosas, ayudar al esfuerzo de las familias, especialmente a aquellas que colaboran decididamente con el progreso del país.”

El parlamentario DC agregó que “es perfectamente posible diferir el pago del permiso de circulación, sin afectar las rentas municipales, toda vez que se pueden anticipar recursos del Fondo Común Municipal, particularmente la contribución que a este hace el Tesoro Público.”
