Diputados DC piden que la Contraloría se pronuncie por 'evidente conflicto de interés del Ministro de Hacienda y ley de pesca'

Diputado Chahín adelantó que “si la Contraloría ratifica nuestra denuncia, y el Presidente no toma cartas en el asunto, evaluaremos acusación constitucional contra el Ministro de Hacienda.”

Denunciando un “evidente conflicto de interés y posibles faltas a la ley de procedimientos administrativos”, los diputados de la Democracia Cristiana, Fuad Chahín, Carolina Goic y Gabriel Ascencio, pidieron hoy a la Contraloría General de la República un pronunciamiento sobre la participación del Ministro de Hacienda, Felipe Larraín, en la elaboración y firma del proyecto de ley que pretende modificar la regulación del sector pesquero, y la vinculación de Larraín con uno de los grupos económicos de este rubro más importante en el país.

El diputado Chahín manifestó su preocupación sobre este hecho, señalando que “cuesta pensar cómo el Ministro Larraín fue capaz de suscribir el proyecto cuando es de público conocimiento su estrecho vínculo con el Grupo Angelini, principal operador del sector pesquero industrial”. Agregó que “si la Contraloría ratifica nuestra denuncia, y el Presidente no toma cartas en el asunto, evaluaremos una posible acusación constitucional contra el Ministro de Hacienda.”

Al respecto, señaló que “la ley de procedimiento administrativo es bastante clara al respecto, señalando en su artículo 12 que “Las autoridades y los funcionarios de la Administración deben abstenerse de intervenir en un procedimiento administrativo, entre otros, en el siguiente caso: cuando tengan relación de servicio con persona natural o jurídica interesada directamente en el asunto, o haberle prestado en los dos últimos años servicios profesionales de cualquier tipo y en cualquier circunstancia o lugar.” La ley agrega que “La actuación de autoridades y los funcionarios de la Administración en los que concurran motivos de abstención dará lugar a responsabilidad.”

Chahín agregó que “en el sitio web de la Superintendencia de Valores y Seguros se da cuenta que el Ministro Larraín fue director de AntarChile hasta el 5 de marzo de 2010. Como señala el sitio web de AntarChile, se trata de la sociedad holding del Grupo de Empresas Angelini que reúne inversiones industriales, pesqueras y forestales”.

Por lo anterior, la diputada DC Carolina Goic pidió un rápido pronunciamiento. “Ante esta evidente transgresión de la norma, esperamos que la Contraloría nos proporcione a la brevedad una respuesta; se trata de un proyecto de enorme impacto para el país y debemos procurar el máximo de transparencia y rigor en su discusión”.

El diputado Gabriel Ascencio, en tanto, agregó que “la relación del Gobierno con los grandes empresarios ha sido evidente y recurrente; han sido varios los conflictos de interés que hemos denunciado y que incluso han terminando con categóricos pronunciamientos de la Contraloría; un verdadero festival de conflictos de interés. El Ministro Larraín le debe una explicación al país y, especialmente, a los pescadores artesanales”.
