Este fin de semana la comisión de Recursos Naturales de la Cámara se constituyó en la zona del incendio en Torres del Paine.-

La diputada DC Carolina Goic, ingresó hoy un proyecto de ley destinado a crear un Fondo Especial para la seguridad y conservación medioambiental de los Parques Nacionales del país. Lo anterior, tras constituirse, junto a diputados de la comisión de medioambiente en el Parque Torres del Paine, con motivo de la investigación que ha iniciado esta instancia.-

“Hoy hemos sido testigos de los recursos insuficientes con los que cuenta el Parque Nacional Torres del Paine, además de la precariedad con la que se enfrentan los procesos de restauración del mismo, está situación se replica además en el resto de los parques nacionales de la región y en vastos sectores que son Áreas Silvestres Protegidas, donde no se está preparado para enfrentar una emergencia y menos para reparar el daño que se causa”, señaló Goic.

En este sentido agregó, que es posible establecer un cobro de entrada a la región que nos permita recaudar una cantidad recursos anuales suficientes para tener un fondo que financie un sistema de seguridad y conservación ambiental. Existen datos concretos que dan cuenta de la disposición de los turistas a pagar un monto razonable para ello, respaldando la necesidad de contar con un sistema de seguridad y programas de conservación de los parques nacionales.

La diputada DC agregó que, en el caso de la región de Magallanes, “los estudios efectuados en pasos fronterizos y en cruceros que han recalados en región, establecen que el 80% de los turistas están dispuestos a pagar al menos 10 dólares para estos fines, por lo tanto el desafío más bien es implementar el sistema de cobro y administración para poner en práctica un fondo especial”, explicó Carolina Goic.

La diputada Goic recordó que hay muchas localidades turísticas que ya utilizan dicho cobro, e incluso puso como ejemplo el seguro internacional automotriz para viajar a Argentina, “los magallánicos que vamos a Río Gallegos, Rió Grande o al Turbio por ejemplo, aunque sea por media hora debemos pagar un seguro que alcanza a los 10 mil pesos como mínimo, de lo contrario no podemos ingresar a territorio argentino”, afirmó.

De poder contar con un fondo de esta naturaleza se podrían realizar programas de difusión y prevención de incendios, de investigación en restauración, como también establecer un sistema de rescate que permita tener tiempo de reacción y cobertura en toda la región, y en otras zonas del país, en caso de accidentes terrestres como marítimos durante todo el año.
