<p>1. El Consejo Nacional del Partido Demócrata Cristiano alienta el diálogo social y político en materia educacional, reiterando que este diálogo debe darse no solo entre gobierno y oposición, sino principalmente de cara y no de espaldas a los actores sociales, contando con su activa participación.</p>

<p>2. El Consejo Nacional del Partido Demócrata Cristiano hace suyo el documento “Más y Mejor Democracia para todos los chilenos”, elaborado por un grupo de parlamentarios del PDC.  Este fue dado a conocer como un borrador para el más amplio debate entre los actores sociales y políticos, y la opinión pública en general.</p>

<p>3. El Consejo Nacional mandata a las bancadas parlamentarias del partido para que respalden la iniciativa de sustitución del sistema binominal por uno de representación proporcional, y eliminación de quórum de “súper mayorías”, como aspectos esenciales para el cambio del sistema político, con miras a asegurar la representatividad y credibilidad de los representantes populares. También concordamos en fijar límite a la reelección de los parlamentarios.</p>

<p>4. Necesitamos reformas políticas para hacer posibles las reformas sociales. El PDC alienta las diversas formas democráticas que permiten un cambio político-institucional efectivo, tras el objetivo de “Más y mejor democracia”. Este es el único y verdadero camino tras el objetivo de avanzar hacia una verdadera justicia social y económica.</p>

<p>5. Una de las modalidades que puede conducir al cambio político-institucional es la Comisión Bicameral propuesta por los senadores Andrés Zaldívar y Camilo Escalona.  El Consejo Nacional valora dicha iniciativa.</p>

<p>6. Un aspecto de vital importancia para desempatar nuestra democracia es implementar la inscripción automática como forma de incorporar más representación, participación y competencia indispensable al sistema político.</p>

<p>7. De no prosperar un cambio propuesto por la vía legislativa, el PDC considera plenamente válido un plebiscito que permita el cambio político-institucional que constituye la sustancia de nuestra propuesta.</p>

<p>8. Consideramos imprescindible la búsqueda de fórmulas plebiscitarias que permitan a la ciudadanía en su conjunto dirimir las diferencias que, a propósito de las reformas constitucionales, se produzcan entre el Congreso Nacional y el Presidente de la República. Además, nos parece indispensable introducir reformas en la ley vigente para que el Plebiscito Comunal no sea un mecanismo solo al alcance de los municipios más ricos.</p>

<p>9. Hacemos nuestra la declaración de la JDC, cuando dice: reafirmamos “la idea de generar una nueva Constitución para Chile aprobada en el V Congreso Ideológico y Programático del PDC y planteado con firmeza en la reciente campaña presidencial por el camarada Eduardo Frei”. Es importante recordar que en la propuesta de nueva constitución de Eduardo Frei, se incluía explícitamente un mecanismo participativo de la ciudadanía..</p>

<p>10. El Consejo Nacional solidariza con la familia de Manuel Gutiérrez, expresa su más sentido pésame, exige que se haga justicia y que las instituciones asuman su responsabilidad. Garantizar el orden público es y debe ser compatible con el uso proporcional de la fuerza y el respeto irrestricto de los derechos de las personas.</p>

Hay muchos puntos interesantes en vuestra declaración, como el Término del Binominal, Límite a las reeleccones parlamentarias, Inscripción automática (les faltó el voto voluntario). Respecto a la Nueva Constitución acordada en su V Congreso ideológico, es una opción que tendrá asidero sólo si un militante D.C. está a la cabeza del país. Ya comprobamos que mas del 50% de los chilenos no optó por la propuesta de Frei. Si el PDC continúa en este camino de entendimiento, creo que empezará a reconquistar el alma de los chilenos para creer nuevamente en los políticos. La rebelión, el odio y el desorden, siempre tendrá víctimas inocentes. Ojalá no ocurran en Septiembre.
