Esta semana es clave para el proyecto de ley de inscripción automática y voto voluntario, que lleva años siendo discutido y que actualmente se encuentra en el segundo trámite en la Cámara de Diputados. De no aprobarse en estos días, simplemente será imposible su aplicación para las elecciones municipales 2012 y, peor aún, incluso para las parlamentarias y presidenciales de 2013.

Como con otras paradojas de nuestro país, no habiendo ningún partido ni parlamentario que se oponga al proyecto, resulta incomprensible que, luego de tantos años (más de 20 desde el retorno a la democracia), todavía no sea ley. Incluso, quienes creemos que el voto debiera ser obligatorio (ya que junto con ser un derecho es también un deber), estamos dispuestos a avanzar en este proyecto de inscripción automática y voto voluntario, porque creemos que se trata de una reforma fundamental para revitalizar nuestra alicaída democracia.

Tanto las marchas estudiantiles como las diversas encuestas muestran con fuerza la creciente desconfianza ciudadana ante los partidos e instituciones políticas como el Congreso Nacional. No es que la gente desprecie la democracia per se , sino que cuestiona el carácter poco participativo y representativo que ha ido adquiriendo, y, de no corregirse prontamente estas falencias, no es descartable que el descontento se transforme en indignación y de ahí hay un solo paso para ese populismo caudillista que tanto daño le ha hecho a América Latina.

Varias son las razones que explican la desafección con la clase política. La primera es el efecto perverso de una inscripción voluntaria y voto obligatorio, que hace que hoy más de cuatro millones de jóvenes estén fuera del sistema político. La segunda es el sistema binominal, que restringe la competencia y el acceso de grupos que no son parte de los dos grandes bloques (el bipartidismo forzado de la Constitución del 80). La tercera fuente son las supermayorías exigidas para aprobar importantes leyes, donde la minoría ejerce un verdadero veto. Finalmente, y no por ello menos importante, está la forma como quienes ejercemos la política damos testimonio o no de nuestras convicciones ante la opinión pública. Cada vez que actuamos en función de lo que creemos (y no sólo de lo popular), con respeto, seriedad y espíritu de diálogo, nos prestigiamos. Cuando lo hacemos en función de la última encuesta, el aplauso fácil o simplemente descalificando, el efecto es exactamente el contrario.

Si bien lo anterior hace evidente que no existe una sola reforma que pueda por sí sola re-prestigiar la política y fortalecer nuestra democracia, no es menos cierto que la más gravitante en estos días es la de la inscripción automática. Incorporar de un solo acto a 4 millones de potenciales votantes jóvenes generará un debate, un acercamiento y una incertidumbre sobre los resultados que son muy sanos y urgentes para la salud de nuestro sistema político. Es la antítesis a los cuoteos y blindajes.

En estos días, mi comuna, Peñalolén, se apresta a vivir un hito histórico de participación democrática: el 11 de diciembre, todos los habitantes han sido convocados a las urnas para decidir mediante plebiscito sobre el nuevo plan regulador. Además de 5 años de una participación muy intensa a nivel de organizaciones y barrios, nos pareció importante refrendar este proceso con una votación. Sabemos que en temas como dónde construir, con qué altura, qué calles se destinan al transporte público, cuáles áreas verdes y equipamientos son necesarios para la comunidad, es imperioso contar con la opinión de los directamente afectados o beneficiados. Es imposible dejar contentos a todos, pero nuestra apuesta es por la democracia.

En tiempos donde hablar de mayor participación es un lugar común, y cuando una reforma fundamental, como la inscripción automática, se encuentra en sus horas críticas, hacemos un llamado a gobierno y oposición a tener el coraje de apostar también por más democracia. Es el momento de demostrar que existe la voluntad política de aprobar una reforma que ya lleva demasiado tiempo durmiendo el sueño de los justos y sin la cual es difícil pensar en una mejor democracia para Chile.
